Horizon Europe 2025-2027: green and digital transitions and competitiveness as key strategies

The European Commission is adopting the second strategic plan for Horizon Europe, the institution announced on 20/03/2024 during the R&I Days 2024 in Brussels. The plan defines three key strategic directions for EU R&I funding for the last three years of the framework program, from 2025 to 2027, compared to four for the first plan: the green transition, the digital transition, and building a more resilient, competitive, inclusive and democratic Europe. 

“These guidelines, less prescriptive than the previous ones, aim to address the main global challenges such as climate change, loss of biodiversity, digital transition and population aging.

Open strategic autonomy and securing Europe’s leading role in developing and deploying critical technologies are overarching principles that apply across all three key strategic orientations,” the Commission says.

These guidelines will be implemented through the work programs, defining funding opportunities for R&I activities.
