EU: five measures for a "radical restructuring" of the innovation ecosystem (expert group)

"Reforming the governance of the EIC, by recruiting more independent and highly qualified programme managers and giving them greater room for manoeuvre in the selection and management of projects": this is the first measure for a "constant-budget but radical restructuring of the European innovation ecosystem" put forward by economists from the European policy analysis group, including the 2014 Nobel Economics Prize winner Jean Tirole, in a report published on 10/04/2024.

The report is the result of collaboration between researchers from the Toulouse school of economics (France), the Ifo Institute (Germany) and the Institute for European Policymaking at the University of Bocconi (Italy).

Entitled "EU Innovation policy: how to escape the middle technology trap", it puts forward four other measures:
• Gradually reduce the size of the EIT and the EIE;
• transfer equity funding from the EIC Accelerator to other players whose mission is dedicated to investment;
• reallocate the budgets freed up to the EIC's Pathfinder and Transition programmes;
• pool resources from Horizon Europe's Pillar 2…
