Erasmus+: European ministers set a target of 23% student mobility by 2030

The European education ministers, meeting in Brussels on 13/05/2024, adopted the Council's recommendation setting new mobility targets to be achieved at EU level by 2030. They revised downwards the percentages proposed by the European Commission on 15/11/2023, the date of the launch of the "Europe on the Move" package.

"We have had to find a delicate compromise between the political ambition that drives us and both budgetary and methodological constraints", said Belgian Education Minister Caroline Désir, who chaired the Council.

• At least 23% of higher education graduates should benefit from a learning mobility experience (- 2% compared to the Commission's initial proposal).
• At least 12% of learners in vocational education and training should benefit from learning mobility abroad (-3%).
• At least 20% participation in the Erasmus + programme for people with fewer opportunities at EU level by 2027 (=).

The issues of teacher shortages, the role of artificial intelligence in education and training and the European diploma are also addressed.
