FP10: what is the position of European stakeholders on the successor to Horizon Europe?

Now that the Horizon Europe programme has reached the halfway stage of its implementation, discussions are underway on the construction of its successor, FP10. The European Commission's proposal for the next research and innovation programme is due to be published in the summer of 2025, and stakeholders are publishing their positions for its development.

On the question of the budget, ministers, as well as advocacy groups, research bodies and the European Commission agree on the need for stability.

Advocacy groups in Brussels, like EUA, Leru, and The Guild, call for a doubling of the budget currently allocated to the research programme. They also stress the need to increase R&D funding to over 3% of GDP in the EU and in all European countries, in particular via the Research Matters campaign, launched on 13/05/2024.
