EU budget 2025: €12.7 Bn for Horizon Europe proposed by the Commission, down €200 M from 2024

The draft budget for 2025 proposed by the European Commission on 19/06/2024 provides for €13.5Bn for research and innovation, including €12.7 Bn for Horizon Europe. This is €100 M less for R&I than the 2024 budget (€13.6 Bn) and €200 M less for Horizon Europe (€12.9 Bn in 2024). Provision has been made for €4 Bn for the Erasmus+ programme, which is €200M more than in 2024 (€3.8 Bn).

In this budget proposal, investment in R&I for 2025 represents 6.76% of the total budget of €199.7 Bn (compared with € 189.4 Bn in 2024). The funding earmarked for "creating opportunities for education and mobility for people" represents 2% of this total budget.

The draft budget also includes funding for the European Chips Act, both through Horizon Europe and by redeployment of funds from other programmes.

It provides for €287 M for Euratom (compared with €280 M in 2024) and €486.5 M for Iter (€444 M in 2024).
