23 of the 27 third countries that have expressed an interest are associated with the European framework programme for research and innovation, Horizon Europe, as of 21/08/2026.

One other country is in the process of exploratory talks with the EU. Two other are in the process of completing their negotiations, with another waiting for the signature of the agreement.

Note: * As EEA members, Norway and Iceland have a unique relationship with the European Union. Their participation in EU programs such as Horizon Europe does not require the same kind of negotiation process that other non-EU countries might need ; the negotiation process is much simpler and more straightforward.
