Overview of association of third countries to Horizon Europe since 2021

19 of the 25 third countries that have expressed an interest are associated with the European framework programme for research and innovation, Horizon Europe, as of 17/10/2024.

Three other countries have completed or are in the process of completing their negotiations, with another due to start shortly. While two have just sent their letter of intent expressing their interest in starting discussions.

Note: * As EEA members, Norway and Iceland have a unique relationship with the European Union. Their participation in EU programs such as Horizon Europe does not require the same kind of negotiation process that other non-EU countries might need ; the negotiation process is much simpler and more straightforward.
