The European Commission proposes the European Research Area Policy Agenda 2025-2027, on 28/02/2025. This follows the previous 2022-2024 Agenda, which was part of the broader ‘New ERA’ initiative launched in 2021 by former Commissioner for Education and Research & Innovation, Mariya Gabriel. The initiative aimed to revitalise efforts to create of a single market without borders for R&I launched in 2000.

The second ERA Policy Agenda aims to establish a framework for voluntary actions across the European Research Area, encouraging member states to uphold a shared set of values and principles for R&I in the EU. It proposes four priority areas with 11 structural longterm policies and eight actions to continue work on ERA, providing "a clearer policy based focus and a clearer structure to facilitate implementation by national administrations and stakeholders", according to the Commission.
