"The most important message of today is that there had been a stop signal from the Parliament and the Council altogether. The Parliament had been saying no to the plans of the Commission to squeeze the FP10 into a Competitiveness Fund defined by one, two or three priorities simply as a matter of seemingless availability of funding for short-term political decisions", says Christian Ehler, a German MEP from the EPP and rapporteur for the report of the European Parliament on the assessment of the implementation of Horizon Europe, on 11/03/2025.

This report, calling for a standalone FP10 with an increased budget, is adopted on the same day by the European Parliament with 472 votes to 75 and 92 abstentions in Strasbourg (France).

On the same day, the 27 European Ministers for R&I adopt the Warsaw declaration during an informal meeting ahead of the Council meeting in Brussels in May 2025.
