Egypt joining Horizon Europe: Negotiations concluded, Egyptian entities eligible to apply for calls

"EU and Egypt successfully conclude negotiations on Horizon Europe", announces the European Commission on 10/04/2025. The agreement is expected to be signed by November 2025 and will enter into force upon final approval by both parties.

Transitional arrangements will take effect from 10/04/2025, allowing Egyptian entities to apply for and be treated as "eligible entities" established in an associated country under Horizon Europe for calls funded from the 2025 budget onward.

Ursula von der Leyen, President of the European Commission, and Abdel Fattah El-Sissi, President of Egypt, signed a Joint Declaration on the Strategic and Comprehensive Partnership in Cairo on 17/03/2024. This agreement permitted the launch of formal talks on association on 10/10/2024.

Ekaterina Zaharieva, European Commissioner for Startups, Research, and Innovation, states: "Egypt’s association to Horizon Europe will drive progress in key sectors like energy, food security, and digital transition, creating new opportunities for innovation".
