Zaharieva says start-up and scale-up strategy will maximise EU innovators' potential

"Our innovators don't just build companies - they create high-quality jobs. They turn their ideas into solutions that improve and sometimes save lives. The EU is home to 35,000 early-stage start-ups. We neither lack talent nor ideas. Now, we need to plan how to maximise this potential", states Ekaterina Zaharieva, Commissioner for Start-ups and R&I, on 28/05/2025.

With Stéphane Séjourné, Executive Vice-President for Prosperity and Industrial Strategy, she presents the Start-up and scale-up strategy, also called "Choose Europe to Start and Scale". The strategy aligns with the broader "Choose Europe" initiative.

The strategy has five pillars:
• Innovation-friendly regulation;
• Better finance;
• First market uptake and expansion;
• Support for the best talent;
• Access to infrastructure, networks and services.
