R&I at the heart of the Commission's economic and social policy guidelines for member states

Encourage increased public and private sector investment in R&D, Governance Improvements, Enhance the attractiveness, stability, and mobility of research careers... Those are three of the recommendations to bolster R&I capabilities across Europe, listed in the European Semester Spring Package, presented by the European Commission on 04/06/2025.

The European Semester provides the policy coordination framework to address economic and social challenges at the EU and member state levels. "This year's edition highlights research and innovation as pivotal drivers of competitiveness and sustainable growth across member states", states the Directorate-General for Research and Innovation.

The Spring Package outlines enduring obstacles in R&I that hinder national progress and long-term sustainability. It highlights that all member states face significant, common challenges in this area, including:
