FP10: Conservation of former Horizon Europe structure, "tightly connected with the ECF" (draft)

The structure of FP10, named Horizon Europe (2028-2034) remains similar to that of its predecessors, with four pillars dedicated to research excellence, collaborative research, innovation and the ERA, News Tank finds out after consulting the drafts of the European Commission's proposals on the FP10 and Competitiveness Fund, due to be presented on 16/07/2025 with the rest of the EU budget for the years 2028 to 2034. The budget figures have not yet been revealed.

Discussions on the structure of FP10 within the EU's Multiannual Financial Framework (MFF) have been ongoing since the end of 2024. On 20/05/2025, the President of the European Commission, Ursula von der Leyen, finally announced that FP10 would remain "standalone" but closely linked to the new European Competitiveness Fund (ECF).

This seems to be confirmed in the MFF documents : "R&I investment will be complementary and tightly connected with the European Competitiveness Fund, and in synergy with other programmes and instruments of the Multiannual Financial Framework », says the draft.
