Innovation in the EU: Launch of public consultations on the 28^th regime and the European Innovation Act

The European Commission launches on 09/07/2025 an open public consultation on the 28^th regime, a EU unified legal framework that will help innovative companies grow, as well as a call for evidence and a public consultation, inviting stakeholders to contribute to the future European Innovation Act, which aims to facilitate bringing innovative ideas to market across all sectors.

The 28^th regime is a concept that came back into the spotlight with the publication of the report by Enrico Letta, former Italian Prime Minister, on the Single Market in April 2024. The idea is to support companies in overcoming obstacles to establishing and operating across the Single Market. It will provide a unified set of rules, featuring an EU corporate legal framework designed with digital-by-default solutions.

"In addition to company law, the results of the consultation will also help determine how we address aspects related to other areas of law, such as labour and taxation", indicates the European Commission.
