Innovation Scoreboard 2025: Switzerland tops the Summary innovation index; Sweden is the EU leader

Switzerland tops the Summary innovation index in 2025, as it has done since 2010, according to the 2025 edition of the Innovation Scoreboard, published by the European Commission on 15/07/2025.

The country score is 139.8 % (calculated for the eight years between 2018 and 2025 compared to the performance of the EU in each of the eigh years which equals 100).

Indexing the score to the EU in 2018, it is 1.6 % points less than in 2024. Its rate has declined since 2018 by 1.7 % points, compared with an EU growth rate of 12.6 % points.

The ranking outside neighbouring EU countries shows that "Sweden regains its position as the most innovative Member State, ahead of Denmark, which had been the leading EU Member State from 2020 to 2024. Sweden has increased its score by 12.9% compared to 2018, and by 2.0% over the past year. Sweden ranks first in eight of the 32 indicators, including R&D spending in the business sector, cloud computing in business and output-based CO2 productivity."

The Netherlands and the United Kingdom move ahead of Finland this year, taking fourth and fifth place…
