Horizon Europe: partial suspension of Israel’s participation by excluding entities from EIC Accelerator

The European Commission proposes to partially suspend Israel’s participation in Horizon Europe by excluding Israeli entities from EIC Accelerator-funded activities, which support start-ups and small businesses developing technologies with potential dual-use applications such as cybersecurity, drones and artificial intelligence, on 28/07/2025.

This suspension comes as a reaction to the review Art. 2 of the EU-Israel Association Agreement, relating to "respect for human rights and democratic principles, which guides their internal and international policy". "Respect for these obligations constitutes an essential part of EU-Israel cooperation under the Agreement, including for bilateral scientific and technological cooperation between the two parties", states the Commission.

"While Israel has announced a daily humanitarian pause in Gaza fighting and has met some of its commitments under the common understanding on humanitarian aid and access, the situation remains severe", adds the Commission.
