Germany: A “Hightech Agenda” focusing on six key technologies

The German government adopts and presents its “Hightech Agenda Deutschland”, which “marks a new level of ambition in research and technology policy”, says Dorothee Bär, Federal Minister for Research, Technology and Space, on 30/07/2025.

Announced in the coalition agreement between the CDU-CSU and the SPD, signed in April 2025, this roadmap is built around six key technologies:
• artificial intelligence,
• quantum,
• microelectronics,
• biotechnology,
• nuclear fusion
• and climate-neutral energy production, as well as climate-neutral mobility.

Each of these technologies is broken down into “flagship initiatives, with precise timetables”.

"New technologies ‘Made in Germany’ must once again become our trademark. Germany must become a magnet for top talent, investors and innovative companies," says Dorothee Bär. To achieve this ambition, the Minister is promoting a two-pronged approach: "On the one hand, improved framework conditions; on the other, incentives.
