MFF 2028-2034: FP10 and ECF sensitive talks not entrusted to Council research representatives

The provisions in the Commission’s proposals for the FP10 and European Competitiveness Fund regulations will be negotiated by an Ad Hoc Working Party on the MFF (AHWP MFF), according to documents from the Council of the EU made available to News Tank on 03/09/2025.

The European Commission's proposal for the next multiannual financial framework (2028-2034), presented on 16/07/2025, will now be submitted to the European Parliament and the Council of the European Union. The co-legislators will each adopt their position before entering into negotiations to reach a final agreement by 2028.

"The AHWP MFF will examine ‘bracketed’ parts of the proposals, while the relevant working parties will examine the remaining parts of these proposals. The Presidency of the Working Party on Research will therefore not conclude discussions on those provisions at the level of the Working Party on Research", one can read in the documents.
