And we are tackling the key bottlenecks identified by the Draghi report - from energy to capital, investment to simplification", Ursula von der Leyen announces, on 10/09/2025, during her annual State of the Union Address.

Among the proposed initiatives for the year to come concerning competitiveness, the President of the European Commission mentions:
• the preparation of the 28^th regime, a EU unified legal framework that will help innovative companies grow, on which an open public consultation was launched on 09/07/2025;
• a Single Market Roadmap to 2028, including the fifth freedom for knowledge and innovation;
• a multi-billion euro Scale-up Europe Fund;
• a European AI & Tech Declaration from European tech champions;
• an Industrial Accelerator Act for key strategic sectors and technologies.
