EU to conclude talks on admitting Japan to Horizon Europe by the end of 2025

The EU and Japan agree to deepen their co-operation in research and innovation and conclude talks on the Asian country joining Horizon Europe by the end of 2025, announces the European Commission on 06/10/2025.

The agreement would allow Japanese researchers to join their EU counterparts in the 2026-2027 Horizon Europe work programme, especially on Pillar II, which funds projects on climate, energy, mobility, digital, industry, space and health.

Ekaterina Zaharieva, the European Commissioner for Start-ups, Research and Innovation, says after her meeting with Japanese Science Minister Minoru Kiuchi: "Europe and Japan have the talent and the technology, but we need to use them together. Horizon Europe association will make that possible, giving our researchers the chance to deliver breakthroughs that people will see in their hospitals, in their energy bills, and in the technologies they use every day. This is cooperation in action.”
