EU formalises Egypt joining Horizon Europe

The European Commission and Egypt formalised the association of the African country to Horizon Europe on 22/10/2025, during the first EU-Egypt Summit in Brussels.

It will enable Egyptian researchers and organisations to participate in all parts of the Horizon Europe programme, unlocking the ability for Egyptian entities to coordinate projects, support national research reforms, and enhance institutional capacity-building.

Following the launch of formal talks on association to Horizon Europe on 18/10/2024, the EU and Egypt successfully concluded negotiations on 10/10/2025, which already allowed Egyptian entities to apply for and be treated as "eligible entities" established in an associated country under Horizon Europe for calls funded by the 2025 budget onward.

The agreement was then signed by EU Commissioner for Start-ups, Research, and Innovation Ekaterina Zaharieva and the Egyptian Minister of Foreign Affairs Badr Abdelatty at the EU-Egypt Summit, in the presence of European Commission President Ursula von der Leyen and Egyptian President Abdel Fattah al-Sisi.
