Cesaer calls for strengthening research security

Cesaer, the association of science and technology universities, has called for the strengthening of research security across Europe to safeguard academic freedom, protect researchers and knowledge, and enable open and excellent science.

Academic freedom can only thrive when research security is effectively safeguarded, according to Cesaer. Proportionate, risk-based measures are essential to prevent misuse and protect Europe’s research from undue external influence, the group says. "Research security is not about closing doors but about building resilience through collective responsibility and trust", the association said in a statement on 27/10/2025.

Cesaer has developed a set of recommendations to support universities navigating the increasingly complex and uncertain research security landscape. Many institutions struggle to identify where to start, how to build momentum and how to balance the legal, ethical and academic dimensions that cut across various departments, according to the group.
