European Commission and EIB join forces with investors for Scale-up Europe Fund

The European Commission brought together private investors from across Europe and the European Investment Bank (EIB) on 28/10/2025 for a shared commitment to create the Scale-up Europe Fund, a new multi-billion-euro growth vehicle aimed at investing in Europe’s most promising deep-tech companies in strategic sectors.

The fund will be market-driven, privately managed, and co-financed by private investors, supporting large-scale, European-led investment rounds. It is expected to launch its first investments in spring 2026.

The group of potential founding investors in the Fund include :
• Novo Holdings (Denmark), the investment arm of the Novo Nordisk Foundation, focusing on life sciences and sustainable technologies ;
• EIFO, Denmark’s national promotional bank and export credit agency ;
• CriteriaCaixa (Spain), the holding company managing the business assets of la Caixa Foundation, a Spanish philanthropic organisation ;
• Santander/Mouro Capital (Spain), Mouro Capital is Banco Santander’s venture capital arm ;
