Commission overestimated the actual degree of SSH integration in Horizon Europe, EASSH says

The European Alliance for Social Sciences and Humanities (EASSH) believes that the European Commission's first monitoring report on the integration of social sciences and humanities (SSH) in Horizon Europe overestimates the actual degree of their participation.

In an analysis published on 07/11/2025, EEASSH shows that the proportion of SSH research has remained low in Horizon Europe, with 7.5% of publications (compared to 7.13% in Horizon 2020). In a report published in July 2025, the Commission found that around 40% of Pillar II themes (Global Challenges and European Industrial Competitiveness) are SSH-flagged, representing €7.2 billion in funding. The Commission also estimated that 88% of projects under these themes reported having at least one SSH partner, and that 22% of the total number of partners were SSH partners. While the Commission measured intention (flagging of themes) and initial presence (partners), the EASSH want to measure actual disciplinary research output, studying publications.
