European Parliament's timeline for reports on 2028-2024 EU budget

An outline timetable has emerged for the European Parliament’s work on the EU’s next medium-term budget for 2028-2024, the Multiannual Financial Framework (MFF).

The Parliament’s budget committee is planning to finalise an interim report on the entire MFF around April or May next year. This will be an “own initiative report”, meaning that it is one that the EP has decided to draft, but is not its binding position on the medium-term budget. The definitive report on the MFF, which will be the basis of the EP’s negotiating position for the final agreement on the budget, will come after the summer break.

The sectoral or policy committees (such as the culture and education committee, which is drafting a report on Erasmus+ and the industry, research and energy committee, which is responsible for the European Competitiveness Fund and Horizon Europe) will start working on their reports in December 2025 and plan to finalise them before next summer. The report on the competitiveness fund may take longer as it is a new programme.
