EU and Turkey agree to deepen cooperation in industrial decarbonisation and innovation policy 

Ekaterina Zaharieva, European Commissioner for Startups, Research and Innovation, and Mehmet Fatih Kacır, Turkish Minister of Industry and Technology, have agreed to further explore « how the EU and Turkey could work together under the Horizon Policy Support Facility to strengthen the innovation systems in the country ».

The two representatives met in Brussels for the third EU-Turkey High-Level Dialogue on science, research, technology and innovation, on 27/11/2025.

The European Commission announced that the meeting focused on the EU’s and Turkey’s science, technology, and innovation policies and programmes and on the potential for research and innovation to deliver on the green transformation of the Turkish industrial sector.

Kacır presented the Turkey Industrial Decarbonisation Investment Platform, launched by the Ministry of Industry and Technology, and which the Commission intends to support. It was highlighted as a « groundbreaking initiative driving the systemic decarbonisation of Turkey’s industrial sector in line with its NDC targets and 2053 net-zero commitment ».
