European Innovation Council Forum urges the creation of a 28^th regime

The European Innovation Council (EIC) Forum has called for the creation of a EU-wide company regime, also known as a 28^th regime.

The idea behind a 28^th regime (a reference to an additional regime on top of the 27 national regimes of the EU's member states) aims to support companies in overcoming obstacles to operating across the Single Market by providing a unified set of rules and a single corporate legal framework.

The EIC Forum, made up of the representatives of bodies in charge of innovation policy and programmes in countries participating in Horizon Europe, published a position paper on 05/12/2025 on the future European Innovation Act, which the European Commission plans to present in March 2026 to improve conditions for bringing innovative ideas to market.

The EIC Forum has formulated ten priority measures for the creation of this Act:

• Simplification, innovation-friendly law-making and single-market efficiency;
