Senior budget MEPs seek extra 10% funding for all EU policy areas for 2028-2034

The two MEPs drafting the European Parliament's position on the EU's 2028-2024 budget are calling for a total budget for 2028-2034 of €1.783 trillion, 10% higher than the figure proposed by the European Commission in July.

Speaking on 11/12/2025, Siegfried Mureşan, a Romanian MEP, and Carla Tavares, a Portuguese MEP, said that the extra funds they are requesting would be spread over the entire budget, including programmes for research and innovation, and education.

The MEPs, who presented their draft report to the Parliament's budget committee on the same day, are calling for a Multiannual Financial Framework (MFF) of 1.27% of the Gross National Income (GNI) of the 27 EU member states. In July, the Commission proposed 1.26% of GNI, or 1.763tn.

However, the two MEPs explained that the Parliament will finalise its position on the overall size of the budget once the committees looking at the needs of individual policy areas (including research and education) have completed their work. This is expected by 05/03/2026.
