OECD reports hybrid GenAI integrated in teaching systems outperforms chatbots in education

The Organisation for Economic Co-operation and Development (OECD) says that hybrid systems integrating GenAI with traditional teaching methods outperform general-purpose chatbots in the results they achieve.

According to the OECD Digital Education Outlook 2026, published on 19/01/2026, "GenAI can scale personalised learning support, enhance feedback quality and automate parts of assessment".

But, the report found, "when students depend too heavily on GenAI, the mental processes and effort that turn answers into understanding drop".

The report said general-purpose GenAI tools currently do not match the effectiveness of traditional tutoring systems. Hybrid systems that integrate GenAI into educationally grounded frameworks appear more promising, but evidence remains limited, according to the OECD. Further research is needed to compare GenAI-based tutors with conventional systems, particularly in their ability to support sustained long-term learning, the report says.
