European Parliament approves report calling for "28th regime" to benefit innovative companies

The European Parliament has backed a report calling for a single legislative regime across the EU for innovative companies that would allow them to set up in 48 hours.

The report, drafted by German centre-left MEP René Repasi, is designed to influence the European Commission's thinking on a formal proposal for a "28th regime", i.e. one that applies in all 27 EU member states.

The main aim of the report, which was approved on 20/01/2026 at the Strasbourg plenary with 492 votes in favour, 144 against and 28 abstentions, is to ensure genuine freedom of establishment across the EU so companies with innovative ideas can fully benefit from the opportunities of the single market.

According to the report, this requires uniform rules in all member states, providing legal certainty and harmonised minimum capital requirements regardless of national frameworks. Private limited companies should be able to be established within 48 hours through fully digital procedures, reducing administrative burdens and accelerating growth.
