Luxembourg updates its National Research and Innovation Strategy to focus on digital sovereignty

The Ministry of Research and Higher Education of Luxembourg has updated its National Research and Innovation Strategy, confirming its "long-term commitment to the four priority [which ones] research areas while sharpening the focus on the technologies that will shape tomorrow", it announced on 06/02/2026.

The four priority areas are: industrial and service transformation; personalised healthcare; 21^st century education; and sustainable and responsible development.

A central theme of the updated strategy is "Accelerating Digital Sovereignty 2030," which integrates national strategies for artificial intelligence (AI), data and quantum technologies to solve complex societal challenges.

"It also reflects a rapidly evolving global context, recognising the increasing strategic importance of research for defence and the growing need to safeguard research in a changing geopolitical environment," the ministry added.

The National Research and Innovation Strategy aims to support research and innovation activities to contribute to the ‘Luxembourg 2030’ vision of a sustainable knowledge society.
