Commission adopts first EU framework for science diplomacy to "engage globally through R&I"

The European Commission has proposed a framework for science diplomacy, which aims to strengthen the EU's international engagement through research and innovation and to reinforce its global partnerships while safeguarding its strategic interests. The plan also seeks to keep international cooperation open and secure, and enhance Europe’s attractiveness for talent and innovation worldwide.

The Commission presented a recommendation for the first EU framework for science diplomacy on 27/02/2026. "The initiative will enable the EU and its member states to act more strategically and speak with one voice when engaging internationally through R&I," the Commission said.

It also seeks to promote democratic values and support cooperation to address global challenges, while improving coordination and the efficient use of expertise and resources.

The Commission also presented the Research Security Monitor 2025, a report providing a qualitative baseline for research security policies and measures across the EU.
