MEPs want to put Horizon Europe provisions on governance into framework programme

MEPs on the European Parliament’s Industry, Research and Energy (ITRE) committee have supported the approach of putting key provisions on governance, work programmes and key bodies into the Horizon Europe framework programme (FP10) rather than in the specific programme dedicated to its implementation.

At a meeting on 24/03/2026, many ITRE committee MEPs supported the views of German centre-left MEP René Repasi, who drafted the EP's report on the specific programme of Horizon Europe, saying that highly political elements should be agreed by the Ordinary Legislative Procedure (OLP). The OLP needs the approval of both the EP and the Council. The "specific programme" follows a different procedure: MEPs are consulted but the Council decides on its own.

Repasi is seeking the support of a majority of his ITRE colleagues to move the parts related to the governance and the work programme of the European Research Council (ERC), European Innovation Council (EIC), and the European Partnerships into the framework regulation to have it treated under the ordinary legislative procedure.
