EU-institution heads pledge to make progress on single-market priorities including EU Inc and ERA Act

The heads of three of the EU legislative institutions have agreed on a timetable for making progress towards a single market by the end of 2027 at the latest. The agreement includes finalising the 28th company law regime, known as EU Inc., by the end of 2026, and the European Research Area (ERA) Act by the end of next year. The proposal for the ERA Act is expected in the third quarter of 2026.

The deal, which was signed by the heads of the European Commission, the European Parliament, and the President of Cyprus as the country representing the Council of Ministers in the margins of an informal meeting of EU leaders on 24/04/2026, commits them to achieve "One Europe, One Market" by the end of 2027.

The leaders said the roadmap represented a "decisive step to urgently strengthen Europe's competitiveness" and came against a backdrop of "sustained geopolitical and economic volatility".
