European Council President says leaders will discuss 2028-2034 budget at next meeting in June

European Council President Antonio Costa said that EU leaders will have a discussion on the Union's budget for 2028-2034 at their next formal meeting in June.

Speaking after an informal meeting of EU leaders on 24/04/2026 in Agia Napa, Costa said that Cyprus, which holds the presidency of the Council of Ministers, would present a "first proposal" with figures for new "own resources" to fund the long-term budget or Multiannual Financial Framework (MFF) in time for a discussion in June.

Costa said that EU leaders pledged to work to reach an agreement on the MFF by the end of 2026 so that all the programmes funded from the MFF would be ready to start in 2028.

Last week, MEPs challenged the Council to get ready to start negotiations on the MFF after the Parliament's committee on budgets agreed to increase the size of the 2028-2034 budget by 10% compared to the Commission's proposal in July 2025. The committee approved a resolution calling for
