Berlin's Senate passes law establishing a university construction company to handle university properties

The Senate Chancellery of the State of Berlin has adopted the Berlin Higher Education Construction Company Act, which establishes a Berlin University Construction Company as a public corporation to assume overall legal, organisational, and financial responsibility for the construction, renovation, maintenance and upkeep of the state-owned university properties of the State of Berlin.

"The establishment of the University Construction Company is necessary to optimise construction and property management in the university sector, address the high need for renovations and enable urgently needed investments in the future viability of academic infrastructure," said the Senate after its meeting on 21/04/2026.

The bill will now be submitted to the House of Representatives for discussion and decision-making.

The State said the project involved approximately 450 state-owned buildings with a usable area of 1.2 million square meters, used by the eleven state universities. Many of these properties were built in the 1960s and 1970s and some require complete renovation. The technology is often…
