European Commission transfers Multilateral Dialogue Secretariat to International Science Council

The European Commission and the International Science Council (ISC) have agreed on the transfer of the Secretariat of the Multilateral Dialogue on principles and values for international cooperation in research & innovation to the ISC.

On 29/04/2026, the Commission signed a three-year grant agreement for an amount of €1.2 million with the ISC. "This transfer will strengthen the Multilateral Dialogue as a platform for countries to exchange perspectives and work towards shared principles for international cooperation in research and innovation," the Commission said.

The Multilateral Dialogue was launched in 2022 by the European Commission and the French EU Council presidency to define shared principles and values for global cooperation in research and innovation.

Its first phase (2022-2024) brought together EU member states, countries linked to Horizon Europe, international partner countries and key organisations.

From late 2026, the second phase will be led by the ISC, aiming to expand global participation with continued support from the European Commission and partners.
