The Guild asks ERA Act to create common understanding of research security

The Guild of European Research-Intensive Universities has called for the European Research Area (ERA) Act to establish a shared approach to research security.

"The ERA Act should underpin the creation of a common understanding of research security..., rooted in the EU principles of responsible internationalisation," The Guild said on 05/05/2026. The association presented its vision for the ERA Act, which the European Commission should propose in the third quarter of 2026.

The Guild also recommended that the ERA Act establish legally binding spending targets for member states, setting R&D investment at 3% of GDP, including 1.25% from public funding, also noting that these targets should be treated as a baseline, encouraging member states to exceed them.

"As the world order is being redefined, the EU can no longer afford to lag behind in key strategic areas of knowledge due to chronic underinvestment in R&I compared to its global peers," the association said.
