European Skills High-Level Board holds inaugural meeting with education and labour market stakeholders

The European Skills High-Level Board held its first meeting on 19/05/2026 with representatives of the European Trade Union Committee for Education (ETUCE), Polytechnic University of Bucharest, St. Pölten University of Applied Sciences, University of Helsinki and University of Milano.

On 29/01/2026, the European Commission appointed former Commissioner Ylva Johansson as Chair of the European Skills High-Level Board and Special Adviser reporting to Executive Vice-President Roxana Mînzatu.

The Commission Communication on the Union of Skills, presented on 05/03/2024, led to the creation of the European Skills High-Level Board, an advisory body designed to provide the European Commission with cross-sector insights and strategic guidance on skills policy and human capital development across the EU.

The Board supports the Commission’s work on the EU-27 Recommendation on human capital. Its main tasks are to advise the Commission on priority actions to address emerging skills challenges and to support policymaking on strengthening human capital within the European Semester framework.
