Cyprus EU presidency will present compromise proposal on 2028-2034 budget in time for June summit

Cyprus, which holds the presidency of the EU’s Council of Ministers, will present a compromise proposal on the Union’s budget for 2028-2034 in June, a European affairs minister has said.

Speaking at the end of the General Affairs Council meeting in Brussels on 26/05/2026, Marilena Raouna, Cyprus’ deputy EU affairs minister, said that the presidency would present a new “negotiating box”, or compromise proposal, in time for the next meeting of EU leaders on 18-19/06/2026.

Raouna said that the new “box”, which supersedes one prepared by Denmark when it held the presidency in the second half of 2025, would be the result of work done on the Multiannual Framework (MFF) for 2028-2038 during Cyprus’s term as head of the Council of Ministers. She said that the box would contribute to the aim of getting an overall agreement on the MFF by the end of 2026.

Programmes financed under the next MFF need to start in 2028, so the EU needs to agree on the size of the budget and the allocation for each programme in time.
