Commission proposes harmonised framework for European Partnerships in next Horizon Europe

The European Commission has proposed a "harmonised implementation framework" for European partnerships under the next Horizon Europe programme, based on centralised contribution management, harmonised rules and implementation arrangements, continuous monitoring through a common set of indicators and central management of the financial resources.

Pauline Rouch, Director of Common Policy Centre at the Commission's department for research and innovation, DG RTD, presented the details of the European Commission’s proposal for Horizon 2028-2034 (FP10) on 02/06/2026. She focused in particular on partnerships -collaborative initiatives between the European Commission and public or private organisations - and the governance between FP10 and the European Competitiveness Fund (ECF).

"According to the Commission proposal, partnerships should by default be tripartite, meaning bringing together the EU, the Member States and private or other types of stakeholders. This way we will have joint programming, joint funding and joint implementation across the full chain of value," she said.
