Boubacar Camara has been appointed Minister of Higher Education, Research and Innovation of Senegal, in the government formed on 01/06/2026, by the new Prime Minister Ahmadou Al Aminou Lô. He replaces Daouda Ngom, who had held the position since 06/09/2025. Camara had been Minister Secretary General of the Government since 30/04/2025.

Born in 1958 in Dakar, Camara studied first at the National Maritime Training School, then at the National Customs School. His career in customs administration led him to become a ship's captain, then head of the high seas brigade. After a stint at customs at Léopold Sédar Senghor Airport, he became Director General of Customs in 2000.

Concurrently, he studied law, earning a Master's degree (DEA) in Civil Law from Cheikh Anta Diop University in 1993 and a doctorate in law from Pierre Mendès-France University in Grenoble in 2005. He was also admitted to the Paris Bar in 2008.

In May 2009, he was appointed Secretary General of the Ministry of International Cooperation, Air Transport, Infrastructure and Energy, and in 2011 became Chairman of Senegal…
