Irish presidency says it will seek progress negotiations on R&I and education proposals

Ireland, which holds the presidency of the EU's Council of Ministers in the second half of the year, plans to make progress on negotiations on the European Innovation Act (EIA), as well as discussions on Horizon Europe 2028-2034 (FP10) and the European Research Area (ERA) Act.

Helen McEntee, Ireland's minister for foreign affairs, trade and defence, presented on 10/06/2026 the priorities of the Ireland's presidency, which runs from 1/07/2026 to the end of December 2026. They include getting agreement on the EU's budget for 2028-2034, the Multiannual Financial Framework (MFF).

"Maximising the contribution of research and innovation to Europe’s competitiveness, security and prosperity will be a key priority. In this context, the Irish Presidency will aim to advance negotiations on the next EU Research and Innovation Framework Programme (Horizon Europe) and the proposed European Innovation Act", the presidency says in its programme.
