European Commission and OECD present AI literacy framework

The European Commission has presented an AI literacy framework together with the Organisation for Economic Cooperation and Development (OECD).

The framework, which was announced on 18/06/2026, aims to provide teachers, education leaders and policymakers with a shared understanding of the competences needed to understand and use AI responsibly.

It is intended as part of the EU’s ambition to deliver digital education under the Union of Skills initiative.

Roxana Mînzatu, Executive Vice-President for Social Rights and Skills, Quality Jobs and Preparedness, said: “AI literacy is a foundational competence for our young people. Understanding and using AI responsibly is essential for Europe's competitiveness, as well as for protecting our democracy and social cohesion, and it starts in our classrooms.”

The framework defines this literacy as the combination of technical knowledge, interpersonal skills and attitudes that enable learners to navigate an AI-driven world ethically and creatively. The content is organised around four progressive areas of competence:
