Franco-German report urges bold, autonomous innovation strategy

The French Public Investment Bank and the Federal Agency for Disruptive Innovation in Germany have submitted a report to the French and German research ministers on disruptive innovation.

Nicolas Dufourcq, CEO of Bpifrance, and Alexander Rudolf Diehl, an entrepreneur and investor representing SPRIND, presented the report by the Franco-German task force on disruptive innovation to Philippe Baptiste, French Minister for Higher Education, Research and Space and Dorothée Bär, German Minister for Research, Technology and Space, at the Vivatech annual technology conference in Paris on 18/06/2026.

The report recommends setting a high level of ambition by targeting technological advances capable of surpassing the state of the art by an order of magnitude and of generating new industries, new markets and new economic activities. It also advocates making autonomy a fundamental principle, through independence from political and hierarchical influences, a flexible multi-year budget, the ability to make rapid decisions based on the judgment of programme managers and a willingness to accept risk…
