MEPs adopt their position on the creation of AGILE rapid-funding instrument for defence innovation

The European Parliament's Committees on Industry, Research and Energy (ITRE) and the Security and Defence (SEDE) have adopted their position on a European Commission proposal to create a Programme for Agile and Rapid Defence Innovation (AGILE).

On 25/06/2026, MEPs from SEDE and ITRE amended the draft regulation from the Commission, highlighting the need for a swift, accessible and results‑oriented support for SMEs, including innovative start‑ups and scale‑ups. They also proposed that whenever possible, grants under the programme shall take the form of lump sums.

MEPs also propose to tighten controls over the transfer and ownership of the results of AGILE support, emphasising that any export of exclusive licences to non-associated third countries must be notified and approved.

They want to reinforce safeguards against undue foreign influence by excluding from funding entities from third countries that act against the security and defence interests of the EU and its member states.
