Norwegian government report sets out benefits of FP10, draws lessons from UK and Swiss exclusion

The Norwegian government has published an evaluation of its participation in the EU’s research framework programme, concluding that taking part brings Norwegian researchers, businesses and society benefits that outweigh the financial cost. The same report has also looked at the impact on Switzerland and the UK of being excluded from the programme for several years and found a wide range of disadvantages linked to not being part of a pan-European research ecosystem.

The main focus of the report, “Impact Evaluation of Norway’s Participation in EU Framework Programmes for Research and Innovation", published on 22/06/2026, was to assess the costs and benefits of Norway being an “associated” country to the framework programmes and to give recommendations on taking part in the next programme…
