The European Commission launched a survey on a blueprint for intellectual property (IP) licensing and the creation of spin-offs on 07/07/2026.

The Commission intends to present a strategic guide to optimise the commercialisation of university and public research organisations' research within the EU, which it aims to adopt in the second half of 2026.

The blueprint will be a harmonised framework for the management of intellectual property, encouraging institutions to adopt concrete incentive schemes for researchers. It will also provide practical guidance on royalty and revenue sharing, equity participation in academic spinoffs, etc.
