EARTO urges Commission to preserve technology communities and in-kind funding in new Single Basic Act

The European Association of Research and Technology Organisations (EARTO) has issued a response to the European Commission’s call for evidence regarding the Single Basic Act (SBA) for Joint Undertakings (partnerships between the EU and industry and/or member states).

Representing over 350 RTOs and 228,000 researchers, EARTO is calling for reforms that enhance strategic alignment without sacrificing the specialised technology communities that underpin European competitiveness.

While EARTO welcomes the move toward a harmonised legal framework, the association warns against a "one-size-fits-all" approach that could undermine the very effectiveness of these public-private partnerships, it said in a statement published on 10/07/2026.
