Talks on India's association to Horizon Europe to begin in July and end in time for joining in early 2027

Talks between the European Commission and India on joining the EU's research and innovation programme, Horizon Europe, will begin on 17/07/2026 and should be concluded at the beginning of October.

The announcement was made by Ekaterina Zaharieva, European Commissioner for Startups, Research and Innovation, on 15/07/2026, during a press point of the EU-India Trade and Technology Ministerial Council.

"This will really help develop technologies of the future. In Europe, we believe in academic freedom, in open science and we believe we have to cooperate with our trusted partners for the benefit of both sides," the Commissioner said.

She said that she hoped that India's official association would start at the beginning of 2027.
