Mînzatu proposes new rules to facilitate mobility through qualification recognition

European Commission Executive Vice-President Roxana Mînzatu has presented a proposal for an act to facilitate the free movement of workers by modernising the recognition of qualifications within the EU.

Mînzatu presented the Skills Portability Act in her Fair Labour Mobility package on 15/09/2026. This regulation concerns digital and comparable qualifications, providing for the creation of secure digital certificates of competence, integrated into the European digital identity wallet to guarantee their authenticity.
